CHARLES RODMAN MARTIN
The
first man to have and hold the position of City Attorney for three cities
simultaneously, is Charles Rodman Martin.
Mr. Martin, who became the City Attorney for the City of San Marino in
1954, has also been the City Attorney for the City of Monterey Park since 1956
and for the City of Sierra Madre since 1958.
Born
on February 5, 1924, in Alhambra, California, Mr. Martin is the son of William
Alfred and Caroline (Mandell) Martin.
Proud of his heritage, this aggressive young attorney is a distant
relative of Captain James Martin, who landed in Jamestown, Virginia, in
1607. Mr. Martin’s father was a lawyer
in Los Angeles from 1902 to 1937. His
mother, still active in civic circles, has served on the San Marino Elementary
School Board and the San Marino Library Board and is past president of the San
Marino Women’s Club.
Educated
at Henry Huntington Elementary School in San Marino, Mr. Martin was graduated
from South Pasadena High School in 1941, where he was president of the
Scholarship Society. He attended
Washington and Lee University in Lexington, Virginia, in 1941 and 1942, and was
graduated Cum Laude from the University of Southern California in 1945. He was graduated from the University of
Southern California School of Law in 1947.
Admitted
to the Bar in 1947, Mr. Martin began his law practice in San Marino. Since 1958 Mr. Martin has been an instructor
in the Graduate School of Public Administration at the University of Southern
California.
In
addition to his busy law practice and official capacity as City Attorney for
three cities, Mr. Martin is affiliated with many organizations. He holds memberships in the National
Institute of Municipal Law Offices; the American Society of Planning Officials;
the League of California Cities City Attorney Department, of which he served as
1st vice-president for 1961-62 and is the 1962-63 incoming
president. A member of the San Gabriel
Valley, the Los Angeles County, the State of California, and the American Bar
Associations, Mr. Martin is presently serving as Secretary-Treasurer of the Los
Angeles County City Attorneys Association.
He is a past president of the San Marino Chamber of Commerce and an
active member of the Kiwanis Club of San Marino. An active member of All Saints Episcopal
Church in Pasadena, he is a past director of the City Club and is a member of
Sigma Chi Fraternity Alumni of the University of Southern California and of
Legion Lex Alumni Association.
While
in college, Mr. Martin was in the United
States Navy V-12 Program from 1943 to 1945.
Mr.
Martin married the former Miss Milena Kurilich on February 16, 1952, in San Marino,
California. They have one daughter, Milinda, who was born on March 24, 1961.
