Biographies
JAMES H. HOWARD
An able attorney with a background
of more than twenty years of practical experience as a legal practitioner,
James H. Howard is well qualified for the important duties which devolve upon
him as general counsel of The Los Angeles Metropolitan Water District of
Southern California. He was born in
Minneapolis, Minnesota, in 1887 and obtained his elementary education in that
city. As a boy he came to California
with his parents, who settled in Pasadena, where he attended high school, and
after his graduation enrolled as a student in the University of Southern
California, which awarded him the degree of Bachelor of Laws in 1910. In the same year he was admitted to the
California bar and opened an office in Pasadena. Appointed deputy city attorney of Pasadena in
1914, he acted in that capacity until 1917, when he enlisted, becoming an army
aviator, and served with the United States Air forces until his honorable
discharge late in 1918. With his return
to Pasadena, Mr. Howard was made city attorney and occupied the office until
1926, when he joined the legal fraternity of Los Angeles. He was associated with Arthur C. Hurt, and
later with Arthur M. Ellis until 1932, when he was appointed to his present
position, and in this connection has rendered to the district the services of
an expert, for he has specialized in the practice of municipal law and water
rights, acquiring an intimate and accurate knowledge of those branches of
jurisprudence.
Mr. Howard was married in 1919 to
Beatrice E. Costello and they have one son, James H. Howard, Jr. Mr. Howard belongs to the American Legion,
the Valley Hunt Club of Pasadena, the Los Angeles Athletic Club, the State Bar
and the Los Angeles County and American Bar Associations. He has a strong sense of the responsibilities
of his profession and upholds its high standards.
